Concentric international back-catalog
Treaties and UN forums sit in concentric rings. Some are tech-neutral criminal-justice instruments. Others — security, rights, capacity, regional — can carry a normative or operational model the Cybercrime Convention will not. This site is a back-catalog of those rings and a method for placing work into the right channel.
Forum shopping is already how states built parallel cybercrime instruments. The same logic applies in reverse for non-state and research actors: if one ring caps what a model may say (tech-neutral offences, LEA cooperation, evidence powers), look outward — or inward — to a ring whose mandate admits doctrine, norms, capacity templates, or rights-compatible investigation design.
Concentric does not mean hierarchical legitimacy. It means adjacent mandates you can enter without waiting for the forty-ratification clock on a single crime treaty.
